The Department of Financial Regulation is seeking a Health Insurance Policy Analyst. This position will help support the Department’s role in implementing Vermont’s Health Benefit Exchange. Under the supervision of the Exchange Project Director, this position will perform financial and policy research, analysis and reporting for a variety of Health Insurance topics to help inform the development of the Exchange. This position will interact with Department and other state agency staff, consultants and insurance carriers.
Experience: Master's degree in public administration, public health or related field and at least two years at a professional level in planning, policy analysis or business such as health insurance, health care services, health law etc. Additional experience may be substituted for the Master’s degree on a six month per semester basis. A law degree or VT Clerkship equivalent with two year’s related experience is also considered qualifying.

Do you have a strong knowledge of private passenger automobile, commercial automobile and homeowners insurance policies or of basic contract law and a desire to work in a regulatory environment with a small group of dedicated and friendly professionals? The Vermont Insurance Division is seeking such an individual to review these insurance policies filed with the Department to ensure that they provide the consumer protections required by Vermont law. Strong analytical and writing skills are required, as well as the ability to work within statutory deadlines.
Experience: Bachelor’s degree. Two years experience. Involving insurance company, agency, or regulatory policy form analysis; insurance rate analysis; insurance statistical analysis; actuarial analysis; or insurance underwriting. This important position will be working within a team of professionals striving to ensure that Vermont residents are afforded all health insurance mandates and protections at a cost that is “affordable, promotes quality care, promotes access to health care, and is not unjust, unfair, inequitable, misleading, or contrary to the laws of this state.” Strong analytical and writing skills are required, as well as an ability to work within statutory deadlines. Duties will include comprehensive analysis of complex rate filings and recommendations for acceptance, rejection or revision. Candidates must have a strong knowledge of health insurance ratemaking and/or actuarial analysis and a desire to work on health care reform initiatives.
