Commissioner moves to ease regulatory burdens on small employers who self-insure

The Department of Financial Regulation has learned that last year’s amendments to its Health Care Stop Loss Insurance regulation may unnecessarily increase self-insurance costs for certain small employers, in some cases to a prohibitive degree. Accordingly, the Department will soon file an amendment those regulations, simplifying the standards governing small-employer policies and reducing burdens on small employers who self-insure. The Commissioner is issuing a Statement today that, between now and the amendment’s effective date, he will take no action with respect to stop loss policies meeting certain criteria.
