DFR Issues Request for Proposal for the De-identification of Personally Identifying Information (PII)

Pursuant to the Disclosure Plan for Records relating to EB-5 Projects in the Northeast Kingdom, approved by the Governor, the Department of Financial Regulation has issued a Request for Proposal for the De-identification of Personally Identifying Information (PII) from documents related to the Jay Peak EB-5 projects.  The Department seeks bids for the de-identification of PII from electronically stored information that is being produced in pending litigation (State v. Ariel Quiros, et al., Dkt. No. 217-4-16 Wncv).  Under the Plan, the State will file a motion with the Court to rule the non-privileged records from the State’s files discoverable under the Vermont Access to Public Records Act and, if the motion is granted, will produce the records.  To do so, the PII must be removed before the records may be disclosed to the public.  The contractor with the winning bid will perform the de-identification of the records.  The RFP may be found here. http://www.bgs.state.vt.us/pca/bids/pdf/DFR%20de-identification%20RFP_11...
