RATE FILING SUMMARY

BCBSVT’s  2013 Vermont Health Services Group Rate Filing .
The Company is proposing an average annual rate increase of 13.0% over current rates

• Vermont Health Services Group (VHSG) Small Group Rate Filing for January 1, 2013.
• Blue Cross Blue Shield of Vermont (BCBSVT) is proposing an average increase of 13.0
percent for January 1, 2013.

BCBSVT is a Vermont company that exists to provide health benefits and financing to
Vermonters.

Our estimates of the medical costs that covered members will incur in the 2013 contract year
make up most of the filed 13.0 percent increase. Actual claims costs were 6.7 percent higher
than projected for the current experience year. We also project claims costs will rise by 4.3
percent in the new coverage period. Together, the adjustments for these claims expenses
account for approximately 85 percent of the filed rate increase.

Almost 28 percent of the required increase is the result of state and federal assessments and
mandates. About 91% of this is due to the mandates in Vermont Act 171 and Act 158.
The percent increase associated with administrative expense requirements is negative (-.6
percent). We also reduced the contribution to reserve from 1 percent to 0 percent.
