Celtic Insurance Company is requesting a 5.3% premium rate increase.  Since Vermont 
experience itself is not credible in the interest of loss ratio compliance demonstration, we 
have utilized the nationwide experience covering the same experience groups.  Recent 
nationwide loss ratios have risen from 74.2% in 2011 to 76.0% so far in 2012 through 
June.  With the suggested 5.3% rate increase, we are attempting to cover partially the 
expected future claim trend of 7.0% in 2012 & 2013.
